It looks like a normal pad sold per meter, with holes in it. With a right drill bitt and a bit of time you could make it yourself.

For start they could offer the Duke and the Jester with mounting holes or tracks for the foil attachment...
But I am with others - do not wait. If you would like to hydrofoil, choose from many that are in production already and start to have fun right now! :D

So, without the toggle you just grab the 8mm Amsteel line and pull it? Is it a problem to get a grip without any kind of gadget on the line (like on the zeeko bar)? Is this a reason why you use such a thick line, i guess it is easyer to get a grip on a 8 mm than on a 5 mm line. I wonder why there is...

I know this is an ancient thread, but I spent quite a bit of time with my DIY version of the zeeko powerline adjustment system the past few weeks. Hey I know of a few in Hawaii, but shipping from HI will be super expensive. Maybe if you try the importers or shops they might have something laying around.
