I found with the stuff I use and which will remain nameless, sorry guys. As the PU cures it leaves a slightly damp residue, its really important to remove that and the 40 grit then provides a mechanical key for the epoxy, glass to bond to. I always scrub mine with 40 grit to make I remove all the PU curing residue.

With a shore hardness of 90 what could you compare it to in the real world. A roller skate wheel? Can you dig your finger nail into it? Did you de-gas your pots or would they go off to quickly? I have been casting kiteboard rails with PU for over 7 years and never had a board or rail fail yet. i've heard that vac bagging a top coat with mylar gives a glass like finish you simply peal the mylar off afterward. so its essentially a resin layer. haven't tried it myself yet tho!. let me know if it works.
