Bar should be in the center of the chicken loop when all four lines are equal length. That is what my experience has been from the early C kites down to the Answer/Mayhem/Zombie kites. I do run my front lines an inch or two short for added depower but don't really have to.

Enhance your foot straps by adding heel straps. Just take a section of bike inner-tube and screw it down with the strap screws to the board. It will take about 10 monutes to do.
