In light winds there will often be a noticeable increase in wind speed at 50ft above the water compared to 25 ft above the water - so longer lines and flying the kite higher will generate more power.
This effect rapidly goes away above 10 kts

I am lucky to live in an area where my launches are all on wide open sandy beaches with clean wind. But I've seen plenty of sketchy launch spots elsewhere. Not sure if this is a new kite or a used kite new to you. What you are describing is the kite is oversheeted - steering lines are too short; or something is wrong with the bridle?
