The penalty turn rule works well in sailing so I cant see why it wouldn't work in kiting. You would have to be VERY unlucky to take a penalty 360 and no one else see you do it. If you are sooo far behind everyone else that no one saw you do the 360 then I don't think anyone is going to bother protes...
