Outside summer season you´ll get mostly kite time w/ shitty weather, meaning will be blowing from ~S/SE. In Lisbon get a train in Cais do Sodré heading Cascais, step out in Carcavelos, walk 500m, kite. You won´t need a car

i know it´s hard to tell others what to do, but a 9m on a 40knots weather scream loud enough that someone is going to get hurt

if some were around but no one bother himself to at least try to stop him, then sorry but the locals deserve to have their spot closed
