My Brother only does surf and for him the islands of cape verde is a dream destination i'm from Portugal and everyone tha is into surf always go there.
I know a Portuguese dude that lives there and makes surftrips by boat going to all the islands and the spots are world call

Indeed it's São Vicente! Just opposite of São Vicente is the green island with high steep mountains: Santo Antao. The trade wind blows in between the islands which means a slight accelaration of wind we get at Salamansa (the main kitesurf spot on São Vicente). You consider S Vicente Better for Kite...

There seems to be reference to a looping kite in several of the news accounts based on vague computer translations. Also, this was mentioned in an earlier post here from reported witness observations. I don't understand Portuguese and would be grateful if someone could roughly translate the TV vide...
