I'm not convinced that people are being cautious. You just can't call yourself cautious if you fly more than 10 feet above hard ground while using standard kite gear where a line break, harness failure, or canopy tear would send you crashing into the ground. I have no idea why yojimbo is just talking about the coast - there are kiteboarding spots inside the Bay too. Late March and early April are usually great times to go kiteboarding in the Bay Area. A 4/3 wetsuit is perfectly fine for inside the Bay and kite size will depend on your weight and the win...
