I really liked Praia da Pipa..... but that is south of Natal. And, despite it's name, not a place I'd recommend for kiting. Just a cool place with nice vibe.

If you do like waves, but don't want just waves, then Mancora is a good option. I was there for a couple of months and only saw waves for probably less than a dozen days.
