First: nobody should learn without lessons. At best, you will waste a lot of quality water time struggling to get it together and progress much slower than with lessons. At worst, you can die. That's why you build positive relations with officials and start stacking up "good deeds" before the problems start. We have been doing it for years around here. :idea: A few examples of a proactive approach: Free or reduced rate lessons for park officials, police, Coast Guard, etc. Beach cleanups ...

As mentioned in another thread, the kite is only 1 factor in light wind - there are many more. But for "extreme" light wind, Flysurfer SPEEDs predominate - they're easier to keep in the air, and are designed for very high efficiency. I'm not saying LEI's can't fly in that wind, or that a lightweight...
