Those washers look to be a larger diameter than the screw head. If the screws do not fit without the washers then taking a bit off the diameter of the head could cure the problem. I would secure the screw in to the chuck of an electric drill then spin it up with the head against a grinding stone. Yo...

Going back to the subject of gloves I have found that Dakine mitts are the only ones that keep my hands warm in all conditions. I have a twin tip and a wave board from Bali Wind and they are both excellent. Very high build quality and a smooth ride. It is useful to put a board and kite into your normal luggage when travelling without having to pay excess baggage.
