Definitely read the fine print before you buy your ticket and/or fly. There are plenty of agents who don't know the "rules"; so, if you know the airline allows sporting bags or kiteboards, specifically (American Airlines), then print the info and bring it to the airport. Check and see their definition of "excess baggage". It may have nothing to do with sporting equipment at all, but rather the number of bags/boxes.

TAM Airlines (Brazil) allows two (2) bags at 72 lbs each , for international travel! Typical kiteboard bags are not charged, but surfboard bags are. Salvador is a very cool city, and has some very nice kiting, both there, in Salvador, and up the coast, in Itacimirim. (Maybe 50km away?)
