Laird is wet sanding it because it is raw aluminum foil. The salt water will oxidize the aluminum so by wet sanding it you remove the oxidation leaving a smooth surface. Regarding inperfection in your foils. Only at very big speeds with you notice the difference but by fixing it you may reduce vibra...

West systems or any surfboard epoxy will work best as the are waterproof.
