I've made several trips there to surf. All the surf breaks peel into the wind, so kiting waves is not an option. Although I've never brought kite gear there, the wind seems very gusty, so I don't think kiting in the lagoons, estuaries etc would be very fun.

Straight offshore winds are pretty unsafe, but side off can be manageable. Both can be very gusty with lots of wind holes. You have to be prepared to kite in conditions that you may not be used to. Offshore wind is usually gusty wind kiting, and can be intimidating for someone who's used to smoother...
