Kitesurfing not included in Youth Olympic Games Oct 2018?

I looked into the Youth Olympic Games (YOG) Argentinean site link for kiteboarding, but it is not mentioned.
Did they take away kitesurfing? Was it ever included?

wind range and kite size for heavy weight

I was asked to recommend a kite (type and size) to a guy that weights 100kg.
I would appreciate recommendations for kite size, type (C, Bow, Delta,...) and practical wind range from members that have similar weight.

If the kite was thoroughly used, then the kite itself probably stretched and has deformations that new lines will not really fix.
