Honestly, I don't think so. And I would go for the Kahoona 13.5. One the other side I never rode anything bigger than 14m, ok, once I had a go on a 18m X3 and I will never do it again. :D I believe you will be able to generate more power with the Kahoona 13.5 than with a 17m Waroo but it's all a mat...

The Kahoona 13.5 has super low end grunt.

The Waroo 17m should deliver more power but not sure how these kites would compare.
