We spent two weeks in Mui Ne, Vietnam and could have spent two months easy! Meets all of your requirements and then some…except maybe flat water, which does exist you just have to travel a bit to get there…oh and the food!

Corpus Christi might be your best bet, maybe someone from down there can comment, but traditionally the east coast in August is the worst month of the year. I quit going to Hatteras in August.
