What are the risks of kiting the edges of a tropical storm in your experience? Just curious.

You will likely do better than July in early October but as you say it isn't assured to have good wind. Fortunately, there are a ton of other great things to get up to aside from kiting there. I wouldn't use the Gath Surf Hat for kitesurfing for the reasons you suspect. I currently use the NP helmet and have done for several years. I used the Gath Gedi for several years as well.
