for wakesurfing, if you use a kitefoil it can work from say 15-20mph, but at that speed with a wake boat, the wake flattens out. For swell, you are probably going to need a strong swell probably 2-3m+, and may only be able to work it at a certain angle. For waves, you might need to be gnarly, becaus...

Should be at least somewhat possible.
If you can pump the foil to keep riding when the kite has no pull, you can probably do downwinders without kite once you are moving.

Still trying for medium-slow and carvy with completed jibes usually but my best "speed+control" moment so far was running 16-18 knots upwind through square 2' chop in a small rivermouth. Hhmmm. After a year on a diy BRM bar and 4 years of clouds that's news to me. And I would have to say I'm mainly free-riding, because I don't get waves/wind to be in the surf nearly as much as I'd like. You can adjust between kites easily by changing the distance between harness and the release ball...

freeride foiling?
go BRM style, no leash/integral leash, no stopper, no trim cleat, no dangling lines at all, no problem!
You can use a tiny kite foiling, so don't complain about needing a trim cleat etc.
Really not needed for freeride.
