I would make the front wing angle one or two degree upwards (compared to the board) and at the same time angle the rear wing one or two degrees downwards. This would be a start. Then ride and and fine tune the rear wing angle so that the foil tracks level with no nose up or down pitch at comfortatbl...

I can highly recommend the open source art modelling software called Blender. And for CNC use you can use the BlenderCAM http://blendercam.blogspot.com/ version. What I am finding to work really well is to use ENSA inserts. They are stainless steel inserts that have M6 thread on the inside and M10 thread on the outside. Going fast on big foils is near impossible I find, but small foils need to be of very good design to go very fast.
