for kitesurfing the same rules count as for windsurfing.
Whoever has the right hand in front has the rights of way.
But some don't know or don't care, so better to ride a little more downwind to avoid problems.
Same with windsurfers, it is now problem to pass them downwind, since they don't take much space.
