kite and wavespot in october?

i am looking for a holiday destination for october where i can kite in safe conditons (rescuebeach downwind) with chance of some wind and my kids have a wave for wavesurfing not too far away

May be look around Denmark (check kitesurfing-kiel) or south-western France (Biarritz,...), north west Spain (Galicia)

in denmark in october i might freeze my ass off, what about Tarifa,where is there a good wave for pure wavesurfers ?
north spain can be quit chilly ,who knows good spots in southern portugal?
