Accoriding to
http://www.windfinder.com forecasts, you can see, that the bigger islands (like Cuba) have less winds, since they are too big thermicalwise. PR is small and therefore thermical not relevant, so the wind blows harder.
I have no idea about thermical winds, who has?

I don't know about thermical winds either but PR is indeed a relatively small island ,100 x 35 miles, albeit not as small as Antigua. A good source for weather info is the NWS weather site
http://www.weather.gov . Go to the state weather, click Puerto Rico, and then on the text version link.
