Thats airush's "pully bar". Airush have been producing it for sometime now, and the idea has been around alot longer than that.

There is a mod around fro adding a chicken loop, only problem is it's 2:1 which means you have to sheet the bar out twice as far as you normally would for the same effect - better than nothing though...
