No.
Not all spots.
Spots where there is a risk of conflict with other beach users definately.

Regulations are needed in Hawaii,it is such a small place, with limited spots for surfing, windsurfing and kiting. Sometimes it seems everyone in the World wants to come here!!

Windsurfing has had rules like this for a long time. No gybing within 200 ft of the shore. No windsurfing before 11 am.

Obviously, some spots in the World are just too busy for kiting, and if not regulated, bans will be placed.

Authors of this text open themselves up for liability. Something goes wrong that wasn't listed in the rules - some smartasll layer is going to sue the association for not executing proper "due diligence" in designing them.

Great signs-really these, or something like them, should be up at every kite location around the globe-I particularly like the one educating beach users as well as kiters.

The thing is, if you turn up somewhere in the world where you've never sailed before and can't see any other kiters but you see the sign it gives you confidence to get set up where you know you're supposed to and you immediately know where/where not to fly. The only problem I see is that some privately owned beaches won't want signs putting up.
