Varadero has like all Cuba northcoast very often wind, which starts around 11.00 up to 17.00, but my experience is a VERY gusty wind. Some beaches are small, but there are mostly wide beaches. I did never see any other kiteboarder there. Only windsurfers. But this will change.
Average windspeed is around 16 kts. Take a big kite for the bad days and a 12 or 14 for the rest of your stay.
My hotel is near the golfclub (SE of the club). There the beach is not very wide, the wind is better a few hundred meters out on the sea, but launching is possible and then I stay out.
Better is riding north of the golf club. There the beach is wider.

OK... here's my observations based on a 7 day vacation in January 2007. Kited 6 days out of 7 on either 12m or 9 m. Stayed a Barcelo Marina Palace all inclusive (good place for non kiteboarding spouse and for kids). If you get a room in the most north westerly building on the beach you have only 20 meters to a wide open beach with very few tourists and maybe 10 - 12 kiteboarders. Look at a map of the Varadero peninsula and you will see that the Marina Palace is located at the east end where the peninsula bends so that the prevailing east wind (when I was there) is side on. That same east wind would be side off for the rest of the penisula. unfortunately there are only maybe 2 or so resorts on the shore with side on winds. Marina Palace is one. There are some inexpensive resorts on the main part of the peninsula but I wouldn't chance it for kiteboarding. Apart from my limited experience I noted 5 or 6 Cuban locals had driven to a small parking lot adjacent to the edge of the resort. They were kiting on old equipment purchased from tourists and were fun to kite with and were part of the 10 - 12 kiters I referred to. I dont think they would have travelled to that spot if the rest of the peninsula was good for kiting. Also a computer search I did before I went revealed only one report and that was from a guy that had stayed at Marina Palace (and no I do not have any connection to the resort).
The one day I didn't kite there was still enough wind for 2 guys on 17m crossbows.
I have been hesitant to send this report because I'm hopeful the beach will remain uncrowded when I return....

I learned to kite in Varadero. Amazingly beautiful place. The place my instructor took me to kite was a place called Club Karey. There are no swimmers there.
