I support what you are trying to do, but I think you need to carefully consider what the organization's stated goals should be. In particular I think that these goals are problematic:

I don't think that anyone will have a problem with items 1, 3, 4 or with advancing safety. However, I don't think that a serious organization for an inherently risky sport should have the explicit goal to increase the number of participants in the sport. I understand that kiteschool owners and instructors are interested in seeing a continuous stream of beginners; but it ought not be a professional organization's goal to try to induce more people to enter the sport. The organization should not risk getting seen as a marketing tool for kiteschools, or as an organization skimming money from beginner courses. That would inevitably lead to a loss of credibility. Witness what has happened to the image of IKO (and, as another example, what has happened to the image of PADI in the professional scuba diving community).
To ensure that beginners are met by competent instructors who follow basic safety guidelines - YES. To promise to directly market the sport - NO.
So, strike that goal.

A global
licensing system is not a good idea. I assume that you were simply a bit careless with your words; but in either case "license" means an official document giving permission to do something that is otherwise prohibited (by law or by other regulation). In other words, it makes it sound like you are for government regulation of the sport. I don't think I need to tell you how bad idea that would be (for the sport, or for the image of your organization).
I think the word you are looking for is "certification" and "certificate", similar to how other high-risk sports such as paragliding and scuba-diving successfully regulate themselves in most areas (and, by doing so, keep the authorities away). That is the way to go.
