I´m a heavy rider (at 106 kg) and ride a 14m 2012 Ozone Catalyst. Very light 3 strut kite. I ussualy use this kite on light wind days with a big board combo (Liquid force "Kite Fish 5´3, cheap and good option to add low end to your quiver). I´m also planning on getting 5m line extension to add more power in those light wind days (another cheap and easy way to add power).

I think that if you are going to get a kite specificly for light wind, and you have the budget for it, you should get one of the new Huge ones. I don´t really like them as well but they seem to work very good in those conditions and you would probably have much more fun.

It also depends on your wieght. I choose the 14m because I only have one kite and try to make the most out of it with the diferent combos i use depending on the wind. For me it was a very good and cheap option having winds in the 12-25 knots range where I ride.

I´m gonna try to post a video where I´m using the kite and board combo in 12-14 knots so you can see it for yourself.

Hope this helps.
