Looks like its a high pressure, low volume pump. Could take a while to pump a kite. I'm gunna try setting up a scuba tank. I think that's a good simple setup.

Slick sheet from link Toby posted makes it sound like there are two modes...high pressure-low volume, and low pressure-high volume. So, it looks like it does high volume.
Found this on Amazon for AS1500 Black and Decker:

Looks way too small-sure its still only scorpega thar produce a pump that does the job.

I had several Bravos...the quality sux, they break quickly.
I expect a higher quality from Black & Dekker...let's see, I ordered one. Will test if it pumps with high volume first.

I don't think this pump switches modes automatically. It is dual use, sure, but I think you have separate connection points for if you want to use high flow/low pressure or low flow/high pressure. It appears that the high pressure hose (the thin hose for bike tires, etc) is connected and not removable on the left side of the front cover. The thicker, corrugated high flow hose that would be used for a kite looks like it is stored wrapped around the back side of the pump. On the right side of the front cover, there is a port that matches the diameter of the thicker hose with an arrow pointing away from the pump. When you are going to use the pump for filling an air mattress or a kite, I suspect you would connect the high flow hose here. It could still be useful to do the bulk of the fill, but if the pump dead heads at 2 or 3 psi, you're still going to have to top it off manually unless you make some kind of adapter to go from the schrader style connection of the high pressure pump to the kite inlet valve.
Never seen this pump in person, and I could be totally wrong, but that's what it looks like to me.

"THE OPERATION
Operating the pump was not intuitive. First, I hooked up the pump to the tire and pushed the power button. That is the logical thing to do, and all my previous compressors have worked that way. Nothing happened.
I read the manual and it said first, I need to press the button to choose the compressor function or high volume function. Then, I need to press the "+" or "-" button until the pressure reading flashed "0," and then press the "+" or "-" button until the pressure reading was what I want.
It was a task to have to keep pushing the "+" button down repeatedly, especially when I need to go from "0" to "80." There was no way to advance the reading by using continuous pressure. It was just push-push-push. Then and only then do I push the power button to start the inflation. Once the desired pressure is reached, the power turns off automatically.
The operation is not difficult once I learned the steps, but it is not intuitive. I recommend storing the manual and the compressor together for others to reference, just in case."
Later in the review he also mentions that the auto stop at set pressure feature is not used when in high flow mode...
