To me 15 is perfect if I want to practice new stuff..the pentaly of failing in lower winds is so much lower. Big kite moves slower, so no suddenly get pull up when you loop to early.....or if not enough wind you need a bigger kite.

...or you could get a foil board and take out your 9 and ride or ride a raceboard.
I was just out in probably way less today, and practiced strapless jumps. Sure much easier in more wind, but still fun as hell.
