Totally agreed.

And so if his fellow competitors won't protest him (because they're not inclined to, or have no way of knowing), and if the race committee won't protest him (because they're too busy to keep tab on everyone), then it's on him to disqualify himself for using an unregistered kite.

That is, if sportsmanship and fair play are part of his vocabulary...

Interesting little bit I found relating to this topic

Sailboat racing is a self-regulated sport. As stated by the Racing Rules of Sailing, "Competitors in the sport of sailing are governed by a body of rules that they are expected to follow and enforce. A fundamental principle of sportsmanship is that when competitors break a rule they will promptly take a penalty, which may be to retire.".[2]
