Puerto Rico - current conditions

i'm heading here next week for 2 weeks. Can anyone tell me what to expect for wind and where? I know this is not really the season yet, so i want to travel light and leave some gear at home. I'm getting the impression I would be lucky to see a few days 15-20knots? Also is the area around San Juan the place thats most likely to be working? What about in the south? I'm hearing about the small cays that require a boat. How does this work? Do you rent the boat, or are there water taxis of some sort?
We're staying in the NW, but have a car.
