Here's a few things to check out then.

Make sure you have a written and signed confirmation of the reason that the Police are not progressing with the case against him. Him saying that he posted them is not grounds enough without proof of his claims. make sure this is signed by the officer in charge, make sure this copper actually exists and isn't just some name appended to the bottom of a letter faked by a friend of a freemason...

Get a solicitor involved and get him to deal with the police on your behalf, they'll not try to bullshit him the same way they will you.
