For those of us who do love strong wind, Penghu is indeed a great place. I have been there and I can attest to that it's freakishly windy. It's one of the few places where you could go for a one-week vacation, at any random time during the year, and be more or less guaranteed to get to ride your smallest kite.

Jan Hou has a nice setup next to one of the best bays for riding waves in Penghu, with flat-water spots just a short ride away.
