I spent a month in that area, summer 2011...a very beautful place, and great kite potential. I did a set of lessons on the east side of Presqu'ils de Giens, where wind was offshore -- boat launch. There were over a hundred kites flying on the west side, with onshore winds. One guy told me there's been some bad accidents there with beginners, getting dragged onto the road.
Anyways, seems doable if you know what you're doing. Or can pay the kite school guy (Manu, Airxkite) to boat launch you on the other side, and pick you up at end of session. Executive style launch.
I very much hope to get back there someday, now that I can kite and explore it properly.
We were staying right near St Aygulf....yes, a dedicated kite launch area there. Right next to the "naturaliste" beach, where my pre-teen daughters were quite disgusted by what was on display.
