It seems like a good idea.
Where I live, people would steal anything that was worth stealing.
Years ago I hired a windsurf board in Vancouver and the hire centre had used old carpet to provide a better place to rig up, so maybe getting big rolls of old carpet and fixing them in place might work. The less attractive the carpet the better.
One of the places locally we could do with that is right beside a road, so the problem is if the carpet became loose and blew onto the road. There are small weeds which grow there and either broken twigs or thorns are not good for the kite.
