Family has a camp about 20 minutes north of Burlington.

Delta park, (Winooski River delta) maybe 15 min north of Burlington is good on a S. Don't know about Burlington proper.

Check the causeway out to the island on the way toward Plattsburgh. I have not kited there, but know it is a spot people ride.

You might be allowed to kite at the North beach campground Burlington. Faces South .

The place on the causeway on your way to the ferry to Plattsburgh is called Sand Bar state park in Milton , it is between Grand Isle and South Hero VT , this spot faces North , nice and shallow sandy bottom . Currently Water's level is quite high but it should be rideable .
For south wind there is a place at South Hero , can't remember of the name of the beach , we used to windsurf there , I don't know how it would be to launch a kite .
Best spot for South to South-East wind is Plattsburgh NY across the lake . You take the ferry in Grand Isle to get there .This is called Cumberland bay state park in Plattsburgh .
Enjoy your trip !

There has to be a spot or two around Burlington, but Plattsburgh (Cumberland head) can be really epic. This spot works with a south or south south east. When it comes from the south and sunny you usually get a thermal, so add 10 knots to the base forecast. I almost always go when it coming from the south amd sunny and it's usually ripping. Waves can be nice too, they are wind waves so not powerful, but lots of guys riding surfsborads.
