Hua Hin and Chumpon usually have North Easters in Nov Dec. 10 to sometime 18 knots and usually early morning in Hua Hin. There are some spots around Phuket, kiteable winds but not really reliable this time of year.

Patong is both too crowded and too sheltered to kite from, there are beaches 15 min North or South of it that you can kite if there is wind, but you can't count on the wind, you just have to get lucky.

I've been to Phuket at Nai Yang Beach from the 20th of September and stayed there for 10 Days. The wind was just too week for me as a beginner even with my 17m. The water is choppy with small waves which do not really make it beginner friendly.
After 10 Days of hoping for better winds, I just had enough and booked a ticket to Sri Lanka. Now that's a different story here ;-) Steady strong winds about 18 -20 knots. I progressed more in one morning session hete than I did in Thailand in 10 Days.
Will write more about my experiences in about a month when my vacation ends. .

Very difficult to say. Still rainy season and no wind. Look at the weather forecast, not wind forecast, before going. If it's NE wind no rain and colder nights, around 20 degrees, it's very likely that the thermal will kick in. Can be around 15-20 knots on a good day.
Dry season can start between Oct - Dec and it usually varies from year to year.

Any opinions, I'm heading all over S.Thailand next summer mid June to mid July doing the planes trains buses and taxi/rickshaw kind of thing on my honeymoon with a non kiter. I live in Hawaii and the kiting is awesome with spectacular water, I am in no way hurting for kiteboarding. You think it's worth the hassle to haul gear just for the chance of some adrenaline or just embrace what Thailand has to offer adrenaline wise and leave the gear home? I do get to kite practically daily at home?

o.k , i was a thailandt:phangan,samui,phi phi,between 5-21 september :
phi phi - no wind & no place to rent gear.
phangan - there was like 4 windy days usally from the morning - noon, rent gear from kba,one day was good for 10-12 m kite & the othres days for 14-17 m kite.
samui- there was 1 windy day from the morning - noon, rent gear from kba,was good for 14-17 m kite.

mica from kba - phangan was really nice , fair & helpfull!

I'm going next January (4th - 12th) to Phi Phi, Ao nang. Is there any chance of kitesurfing there?
Any advice on spots or rentals?

How ever i wish you do get out kiting!!!
Cause i been kiting Rayong and Phuket both.
For me i like Rayong must more than Phuket by some reason!

According to windguru's last years data, it seems that it is Phuket ?

Definitely Nai Yang. Even more so if you're into wave riding. There is also flat water in the lagoon North of the bay. If the wind is turning too much South, it gets gusty, then head for Nai Harn.
September should still be good, with the occasional shower.
