trying to find out where to just order some of these sleeves in a roll or maybe just a couple feet of it.

Home Depot and Lowes have a fair bit of tubing for sale in one of the plumbing aisles.

Thank you will check it out to see if i can find the exact sleeve. Bought a sleeve from hardware store bit its sticky thus doesn't work.

Yeah, most of the tubing you will find is a bit soft and does not slide as well as what the kite suppliers provide.
But some of the tubing you will find is fairly tough stuff and may feel right.
If you strike out there, a local plastics supply house will have a lot of tubing in different plastic compound combinations.

Orange urethane tubing used for connecting gas stoves or high pressure air tools. At harwdare shops.

This company I dealt with when we were manufacturing windsurfing accessories(Harness Lines, Booms, Extensions). I used Polyurethane tubing. Most of your Hardware store variety is PVC,not suitable. Check them out.
