Jats,
We have two local lakes to choose from, we have three more an hour away (three different directions) and we have Corpus Christi three and a half hours away, and it is the most consistently windy place in the country.
The water very rarely gets too cold to kite.
Besides, Austin always gets rated as one of the nicest places in the country to live.

Ten minutes from my house.
Lake Travis and Lake Pflugerville are the two Austin spots.

jats,
all of our lakes have gusty conditions typically. 1 hr up north at lake belton the wind is the most consistent of all of our lakes when we get our south wind. usually 10-teens on light days, 15-25 most windy days, but can be 20-35 on bigger days
lake travis has similar windranges but the gaps between up/down cycles are longer. sometimes the wind will almost disappear for 5 minutes and then turn back on for 20 .
pflugerville has the most inconsistent wind of the bunch, but super flat water. on good strong windy days lake pflugerville can be really fun. when its nuking its way too punchy and when its light a big kite is essential to be able to ride through the holes. its terrible out of the north due to a nearby neighborhood creating turbulent wind.

Is it windy all year around or it has a season? I live in South Florida and our season is during winter months.

I guess it's sketchy with those 10knots-difference gusts.
However, I'm really happy for the info. I was worry about not having kitesurfing there.

The gusts can be larger than that.
Most people that come here from easier places, get a bit of a surprise with their first few sessions.
But if you crave the super steady winds, you can always run down to Corpus and ride till your legs fall off.
Don't worry, you will likely love Austin, I would take Austin over Florida every day of the week.
Don't know your age, but it is a great town for young people to have things to do, all the time, day and night, seven days a week.
