$30 a year to access someone else's private property in order to kite sounds like a good bargain.
$30 a year to access what is mine already isn't such a bargain in my opinion.
It is sometimes more about a principle than the actual financial cost.

I think they are going to have gates up that are locked when they are not there... I have a couple of place along there ... one right where we kite, the land owner told me 2 weeks ago just park at his place and walk onto the beach.
Most likely I'll park at center Ipperwash Rd and kite down to the bowl...
Hah, lock the gates when they are not there....roflmao... So it'll never be open knowing how the operate.....

I'll be paying my hundred and some odd dollars for my Ontario parks day use pass again this year, and I'm ok with that. It covers a whole season for about $110, I get clean parks and washrooms to use.
This whole KP thing doesn't sound promising though.

Pay for beach access?
I like the idea of a right to access the coastline and full access rights below the mean high tide mark for everyone.
I'll pay a little koha to access beaches where there was no support for funding the roading on access road if it is the only way there. But anyone that goes out of their way to profit from such a situation or gain a competitive business advantage from it can......#$@......themselves.

My issue with payment comes down to who is benefiting? Is the money being put into the area and making it better for all users. Is the money just going into someone's pocket and meant as a means to exploit anyone who have had access before the matter of payment existed.
James
Terrie is the road at any point on the reservation or the beach area? If not than a call to your MP that you are being charged a fee to use a public beach that isn't on their land may eventually resolve this issue. If it is, than you and everyone else is screwed! I have kited on the reservation here and they have been pretty awesome.

Thanks for all the input to this point. Someone asked my "angle." The situation here is that kiters are being asked to pay a fee. No fee to SUP, wind surf, kayak, wake board, snorkel, swim. There are no services being provided by those collecting the fees, no outhouse, shower, parking, just nailing kiters. I am trying for world wide input so I can make an informed presentation, information on the web is sparse.
Thanks again.

Thanks Saildawg,
Are you still in Holbox? Or are you referring to a different place?
Sounds like an unpleasant situation and I hope you get things figured out.

Yes, I am still on Isla Holbox. Trying to convince the powers that be that they could be driving away kite tourists and that kiters drop a fair amount of $ here. Personally have no problem with a small fee if it is for all not just a targeted group. After 8 pretty decent seasons here I might be moving on, if I can find a no traffic tranquil location with sun and warm water; getting tired of the politics of the last couple of seasons.

James it is a big grey area. it was all rez at one time but they sold of beach front to the white man. They all have deeds to the land. The town I live in has ok this all under wrap that I know of , not very public.
At one time the white man put up post so people couldn't drive on the beach and the native pulled the post out. ( I was there that day) now it is on the other hand.. We will see how it plays out this May24.

Saildawg,
Who would you pay the fee to? Who is asking for this money?
The only way to ask for a fee to kite would be if they own the beach access I would say!
Regards,
