Easy enough to mount a low friction ring on the side of a carbon tube without drilling holes, a Kevlar tape/epoxy wrap would be quite adequate as there is bugger all load. Bar ends would probably come from an existing bar. Foam grip is easy to apply on a straight tube.
The result would be a strong, lightweight, floating bar with zero corrosion.
I just don’t know if the offset depower hole is an issue. No good for unhooking, but maybe ok for wave and foiling.

^^It's a pretty crappy Idea. I invented a strap setup to do this back in 2000 or so. In those days our depower line would abrade and snap every couple sessions when routed through the bar so I made some nylon straps to do it instead. They worked great, except that you can't unspin your bar after a kiteloop or back roll. Sold a bunch of them, but the idea quickly passed with the advent of good bushings built into the bar and spectra line.

Mmmm IDK about this thing, I'd think that you want a cleaner setup no more crap added to increase the chances of a slacked line getting caught in anything.
Wonder if there a way to do the center part (with a hole) in aluminum or some other light + strong metal and the rest in carbon?
Less is more.

Used to have a long bar like this many years back - with an eye bolted on the the top of the bar. I seem to remember that it worked fine - not so strange for hooked-in riding (which is what this thread is about of course). I recently thought about this again when I noticed that you can get carbon bike bars very cheaply. No idea whether they would be strong enough though.

Just ordered a set of flat carbon MTB bars from China, stupidly cheap and North bar ends will fit straight on. Just have to work out the centre hole, 31mm bulge in the middle, enough for an insert, or add something externally. Will be plenty strong enough for kiting, a lot more load when used on a MTB than light wind hooked in kiting.
