Terrible diagram. The wind line are supposed to be at 90 degrees to the start line. Looks like a course made for TV with an expectation of carnage/"extreme sports". Win the start win the race? There's very little tactical sailing in a course this small and a race this short.

This is silly.
It should be like a real slalom for skiing, very downwind with all legs between 120-150 degrees.
Lots of heats, few riders per heat.
More or less constant carving at 1.5-2+ X windspeed.
No upwind.
Kind of like Tilmann heinig's videos.
I rode a board like that today, 35cm width directional, tiny fins, very very fast but not upwind like course boards.
Show people something different from "sailing course" racing, bang the corners, keep the boardspeed in the 30's+

BWD is on the money. No upwind, all reaching, lots of heats.
Perhaps a jump / obstacle component.
The format has to be simple to understand for the non sailing public,...and very exciting to watch...this rules out upwind sailing.

Snowboard cross is a good format to emulate.
Gear should be fast off the wind and safe for close contact. Gear should be size restricted for easy travel to keep expenses down. We want broad participation from all countries,..not just the wealthy.
Also,...Wind stats for Tokyo during the games period are ok last time I checked.
I sense the ika have worked hard to establish a revenue stream based on race kites and fat race race boards with samurai sword fins...designed for upwind and are trying to ram it through.
The IOC have said what they want,....and it's not upwind racing.

should be all they need
unless it just happens that the wind is too lite to go up wind

They should just give it up and do Davesails Roulette.

Tie two kiters together by the harness and do a tug of war. Maybe with board. I guess board could be optionally.
