Are there waves? Maybe a wave caught the kid and current pushed it out.
We had the same situation in Brazil during a strong shorebreak. Young kids (maybe 6 years old) alone on the beach, brother and sister (some parents care less in Brazil). A wave caught the girl and washed her into the ocean. Several people tried to swim to her, but shorebreak too hard, they filed...only one kiter out...he didn't get what the people on the beach wanted waving at him...suddenly he saw the girl in the water and grabbed her and dragged her back to shore.
Saved her life.

Bottom line, regardless of the circumstance no responsible person would take someone else's 4 year old out kiting, not to mention without permission or knowledge of the parents. The thought is just not reasonable...
So either this guy is incredibly irresponsible (his history disagrees) or the family specifically the person that was watching over the boy is lying.

Thanks Starsky, and yeah, I think Matth nailed it.
Nobody is going to scoop a kid out from under a guardian's nose. But, if these were locals and the beach is the kid's playground, they may be used to much longer "leashes" then you have back at home. It is their backyard. I know it seems foreign to most of us to not have our 4 year olds within grabbing distance, but in different cultures and different times, it isn't the case. The kids are taught to respect dangers and the entire community looks out for each other. Obviously, if that's the case that network failed here.

If I was responsible for the death of a four year old I'd blame my shoelaces or the pastrami I had for lunch three days before or bad hemorrhoids.

CaptainArgh: true, different cultures different behaviors.
In Brazil the kids in the villages have so much freedom...they run freely in the village and beach.

Wow! I was wondering what became of this.
Still makes no sense, who in their right mind would grab a child they do not even know and attempt to take them for a kite board ride?
And why are there no eyewitnesses to exactly what happened, obviously supervision was lacking.
I will not even stop and ask a kid for directions from fear of someone misconstruing my intentions. And you know kids they say the craziest things.
Either this guy is a complete knucklehead or the parents are..
