South Padre Island, Texas. Year round wind, killer waveriding mid November through mid May. Everytime I go kite someplace new I come back to appreciate this place even more.

kiteice, where are you located?
If you've never been to Hatteras Island, it is a kiter's dream. Go there. For me, 2nd to Hatteras is Turks & Caicos. But a distant 2nd.

Your question raises a good point. We all define "kite paradise" differently. I like clear water, too, but more importantly my "kite paradise" needs these characteristics: lots of days with kite-able wind, lots of variety in wind speeds, flat water plus surf, multiple launch sites to accommodate varying wind directions, opportunities for downwinders, shallow water, good shop support, and a lot of kiters forming a vibrant kite community. If I can get clear water in addition to all of those things, I'm all for it!
