So you took on a DIY project, bought some spare parts, then screwed the assembly up due to a lack of knowledge and research . . . but it's someone else's fault.
You don't have a leg to stand on, you posted instructions for a leash and a pad, and you're sticking up for a company when you don't even know the whole picture. I don't know who you are, you probably work for dynabar since you are constantly kissing their ass, or at least I would hope you do.

For your information Loctite 243 contains
Tetramethylene dimethacrylate which I believe is classified as a hazardous compound subject to international postage restrictions and possibly also local postage restrictions.

Nice try, but that's when a chemical is shipped by itself, not when it's mixed with other chemicals to neutralize it. You can get loctite shipped from any online store.

I don't know where you're getting at, but we've been talking about loctite now for 6 pages, how do I NOT know? You must be stoned if you haven't figured that out by now.

Any DOMESTIC online store.
So if you bought your hook as a spare part locally, THAT retail store would be responsible for sending out Loctite and informing the special snowflakes who don't know how to tighten a nut properly.

Oh that was a question was it? You need to phrase questions in such a manner that the recipient realizes it a question, and if you can't do that, finish with the universal symbol indicating the sentence is a question...ie. a question mark.
Such as: Leash? What leash?
