Maybe in Cabarete, Dominican Republic.

Or Puerto Rico or Cartagenac Colombia or Ecuador.

Cabarete would be your cheapest option. Don't know about Ecuador.

Do you mean a kiteschool or normal school? Have you checked the Canary Islands?

Epic as in what? Epic as in amazing surroundings and wind everyday? Somewhere way way off the beaten path? Extremely cheap housing/food/nightlife? I'd suggest checking out San Pedro on Lake Atitlan in Guatamala. One of my favorite spots I discovered on my way south. On top of it they have many different options for Spanish classes. Check it out.

I can highly recommend Tarifa (Spain) in the above perspective! Not the most nightlife at this time but all the rest is guaranteed for having a good time.
