Yesterday, at my local spot, wind was 9 kts and people were kiting with 15 m North Juice using TT's, and they were planning... Maybe they were pumping the kite a lot but nobody was using a 12. Maybe, since this is a river and the current was against the wind, then that was helping too. In any case, if a 15 m lightwind kite is ok for 9 kts, I am not so sure how as a beginner I will be able to handle 13 -14 kts on such a huge kite like a 15. The range of the North Juice 15 says it goes from 9 kts to 17 kts, whereas the Neo 12 goes just from 11 to 15 kts. In any case, is such a huge kite too dangerous for a biginner in 13-14 kts and also is it more complicated for relaunching it if it falls on the water?

The Juice is lightwind specific, I haven't tried that one but for light wind kite they usually make the construction a bit ligher, so the 15m Juice is probably lighter than the Neo 12. Being lighter, it's less likely to fall out of the sky also it will be easier to sign the kite around to get power out of it on its low end
Juice should be easier to relaunch being light wind specific so it's a bit lighter than other kite, depends on shape of leading edge but in less than 11 knots it gets harder to relaunch any kite, there are some technique tricks you can use to help in those situations but very quickly you learn to no crash the kite, especially when cruising along in 10 knots. If kite is light enough it will stay in the sky... Unless you make a Jybe and crash downwind taking over your kite...
About the high end in 15 knots, I haven't tried that one but some light wind kite at 17m are designed for low end and in their high end they would start to pull like a truck, which isn't a great feeling. I don't think they will be "dangerous" unless wind is above 25 knots, but probably don't want to kite in more than 20 knots in those...
One con's of lightwind specific kite is that they are built lighter so they are going to be less durable than heavier kite...
Sorry but it's hard to give you a definitive answer on what you should get. It really depends on local condition and what you want to do. for example for my local condition, I wouldn't get a 15m lightwind kite just because when wind is 10 knots it's usually moving from 7-14 which wouldn't work. Some people like to boost so they would get 18m when I am on 12m in 12m to 14 knots. I find doing other type of tricks more fun than boosting around in 18m..
So you see that it really depends on local condition and what you want to do with your kite. Best advise is to get a cheap used kite and as you get better you will get to try some kites and have a better idea what you want...
Given you are interested in low end you haven't considered doing some hydrofoil, would be great for 9-15 knots could get away with only a 10 or 12 m kite. I have heard of someone trying to learn hydrofoil right away with a kite but probably better learning on a twintip or surfboard first
