Paracas, Peru. I am not sure the exact season, but I think it is December - April. I was there for a week in November and thermal wind was on every day. I was very skeptical the first day when the wind was blowing around 5 knots at 10 am. by 2 pm it was a consistent 17-19 knots. Warm and flat water kiting. Also waves if you have a guide or the desire to seek it out. Not much else going on in the area, but a few resorts and restaurants. I will go back.

Aruba is usually pretty good, but December-March can be a little iffy, which I mean maybe 4 or 5 of 7 days with enough wind to kite. I've been there in December a few times. It's usually great, but one trip we got skunked - 2 days of kiting over 6 day trip.

I definitely wouldn't class La Ventana as 95% reliable. Its good but frequently a couple of no wind days a week in season. The others I've not spent long enough at to tell but I didn't think Squamish would have 95% wind days either?

Gökova Turkey is very reliable thru the summer. Not very strong though.

I agree with Ichabod. 95% is a very high bar. I can't think of anywhere that is consistently windy 9 1/2 days out of 10......meaning only a half day every 10 days (or 1.5 days per month) is not kite-able. I'm sure the foilboarders will say that every day and any puff of air is kite-able, but for me, kite-able wind is 12-13 knots or more. I'm not sure many of the places mentioned in this thread are truly windy to that degree on a consistent basis 95% of the time, but maybe???

Second Paracas, quite consistent during the southern summer months from November to March I'd say. Very good the rest of the year, but not as consistent.

the gorge is probably the most consistent place ive seen. was there for 6 months and picked up mountain biking as a change of pace because i was getting bored kiting every day, lol.

I agree 95% is a pretty high bar. Even Maui in summer can get shut down by a tropical system. But I'll add these as super consistent:

Bahia Salinas, Costa Rica, Dec-Feb
South Texas, US, March-May
Rhodes, Greece, July-Aug

2016 summer I think we hit 38 days in a row of 12m or smaller wind.

Looking over 2017 summer there are only 2-3 days that weren't rideable:
