OBX fall north winds reversed from summer
S-SW is what we like in the summer around Salvo sound side...now, the predominant wind is northerly. Is it safe to assume the launches work the same but with northerly wind...probably best with N-NW than NE?

Yes, NW or NNW is fine in Salvo. If it goes NE, then your best soundside location is Frisco. Some will kite NNE in the flats adjacent to Mirlo Beach in Rodanthe, but Frisco is the cleanest NE wind on soundside and worth the drive.
